As one of the recommended reference standards of the European Accessibility Act (EAA), EN 301 549 provides comprehensive guidance for the accessible design of information and communication technology (ICT) products and services.
With the EU Accessibility Act to be officially implemented on June 28, 2025, overseas companies need to clarify whether their products and services are within the scope of EN 301 549, and applicable products need to take active measures to comply with the latest standards.
This article will summarize the scope of application and specific requirements of EN 301 549 to help overseas companies avoid the risk of huge fines or sales bans for failure to meet compliance requirements.
Development History:
EN 301 549 was originally published in 2014 to provide accessibility requirements for information and communication technology (ICT) products and services for public procurement within the EU to ensure that the needs of people with disabilities are met. Since then, the standard has undergone several updates:
V1.1.2 (April 2015): Sets accessibility requirements for ICT products and services purchased by the European public sector, based on WCAG 2.0.
V2.1.2 (August 2018): Introduces the latest requirements of WCAG 2.1, is cited by the Official Journal of the European Union, and becomes a unified standard with legal effect.
V3.1.1 (November 2019): Editorial updates were made, but it was not cited by the Official Journal of the European Union.
V3.2.1 (March 2021): The current version, which integrates all the requirements of WCAG 2.1, and also adds revisions and extensions to the real-time text (RTT) function, is cited by the Official Journal of the European Union, and becomes a legally recognized unified standard.
EN 301 549 is expected to release version 4.1.1 this year, which will support the European Accessibility Act (EAA, i.e. European Directive 2019/882) and may include the following changes: incorporating the requirements of WCAG 2.2, further updating the requirements for real-time text (RTT) functions, and providing more detailed guidance to help organizations meet the requirements of EAA.
Scope of application:
Take EN 301 549 (V3.2.1) as an example. This standard applies to web pages, non-web content, software, hardware, and ICT systems that provide two-way voice communication and video functions, covering all aspects from design to document support. These requirements are intended to ensure that ICT products and services can meet the needs of users with different abilities, including visual, auditory, operational and cognitive impairments.
For example, hardware devices such as projectors and TVs with smart functions, as well as software products such as mobile phones (with both hardware and software functions) and apps, need to follow this standard to achieve barrier-free design and use.
Specific requirements:
EN 301 549 (V3.2.1) clauses are divided into two categories: "shall" and "should".
Among them, the "shall" clause is mandatory and must be met to comply with the standard. Such clauses usually involve core accessibility functions and requirements to ensure that ICT products and services can meet the basic needs of users with different abilities. For example:
General requirements: For example, when it comes to the closed functions of ICT products, it is required to support accessibility functions such as non-visual access, voice output, volume control, and privacy protection.
Voice and video communication: For example, the standard requires ICT equipment to support high-quality voice communication and video functions, ensure the synchronous transmission of voice and text, accurate synchronization of audio and video, and provide alternative solutions for voice and video services, such as real-time subtitles and audio descriptions, to meet the needs of users with different disabilities.
Subtitles and audio descriptions: For example, the standard emphasizes the importance of subtitles and audio descriptions, requiring ICT equipment to support customized display of subtitles and synchronous playback of audio descriptions to help visually impaired users better understand and use content.
Hardware accessibility: For example, hardware design should take accessibility requirements into consideration, including providing standard connection interfaces, supporting voice output and magnetic coupling functions, and optimizing the accessibility and operating space of fixed devices to accommodate wheelchair users and other users with limited mobility.
Software accessibility: For example, software should have non-visual accessibility, keyboard accessibility, and compatibility with assistive technologies.
Documentation and support services: For example, product documentation and support services should be provided in an accessible manner to ensure that users can obtain information about accessibility features and get effective help during use.
The "Should" clauses are guiding and provide best practice recommendations, but are not mandatory. These clauses are intended to further improve accessibility, but not meeting these clauses does not mean non-compliance with the standards. For example:
General requirements: It is recommended that when designing ICT products and services, priority should be given to the activation method of accessibility features to ensure that users can easily enable these features. At the same time, it is recommended to retain accessibility information as much as possible during the information conversion process to support the usage needs of different users.
Voice communication: It is recommended to support high audio bandwidth as much as possible when providing voice communication functions to improve voice call quality. Additionally, it is recommended to provide high resolution and frame rate in video communications to support users who use sign language and lip reading.
Software and User Interfaces: It is recommended to provide adequate contrast, adjustable font size, and text spacing in user interface design to support users with limited vision.
Documentation and Content: It is recommended to provide clear structure and semantic markup in documents so that assistive technologies can parse them correctly.
