The new European ErP (Energy-Related Products, Energy Efficiency Directive) standby power consumption regulation was officially released on April 18, 2023, came into effect on May 9, 2023, and will be enforced from May 9, 2025. At that time, products that do not meet the new requirements will not be allowed to be placed on the market or put into use in the EU. However, products that have been legally placed on the market (including products that are still in the supply chain) or put into use before the deadline will not be affected.
In particular, from May 9, 2023, manufacturers, importers or authorized representatives shall not place on the market a device that can detect that a product is undergoing testing, including identifying test conditions or test cycles, and automatically changing its performance during the test to achieve a more favorable parameter level, including any parameters mentioned in its technical documentation or any provided documentation.
Scope of application of the regulation:
This regulation specifies environmental protection requirements related to the power consumption of off mode, standby mode and network standby of household and office electronic and electrical equipment placed on the market or put into use.
Main changes in the new law:
Covering the maximum energy consumption requirements of various household and office electrical and electronic equipment in off mode, standby mode and network standby.
Scope of application Delete the exemption for equipment powered by low-voltage external power supply in the old regulation.
In addition to the original market launch, the scope of application has added the situation of being put into use. For example, for the pre-installed market, the product is not physically put on the market, but directly installed at the end user, which applies to the time of being put into use.
Abolish the old EU Standby Power Consumption Regulation (EC) 1275/2008 and the Eco-design Requirements Regulation (EC) 107/2009 for Simple Set-top Boxes.
The lower limit of the limit in standby and off mode remains at 0.50 watts, and the lower limit of the limit in off mode is increased to 0.30 watts from 2027-05-09.
The standby power consumption limit for devices with a display screen cannot exceed 0.80 watts. Tumble dryers cannot exceed 1.00 watts.
The standby power consumption of network-connected products with HiNA function cannot exceed 8.00 watts, and the standby power consumption without HiNA function cannot exceed 2.00 watts.
Adjustment of product scope (only the changed parts are shown below):
Household appliances:
- Remove dishwashers, which should comply with (EU) 2019/2022; clarify that washing machines and washer-dryers should comply with Regulation (EU) 2019/2023.
- Added tumble dryers

- Added beverage preparation machines
Information technology equipment:
- Added printers
- Clarified that servers and data storage products should comply with Regulation (EU) 2019/424.
Consumer devices:
-Added speakers
-Added streaming media devices
-Added printers
-Added complex set-top boxes, including simple set-top boxes that originally belonged to (EC) 107-2009
-Specified that electronic displays should comply with (EU) 2019/2021, exempting projectors with mechanisms for replacing other lens groups with different focal lengths
Toys, entertainment and sports equipment
-Expanded scope: Video handheld game consoles are expanded to all game consoles
New major category: electrically adjustable furniture
-Adjustable tables
-Lifting beds and lifting chairs, exempting medical devices and wheelchairs
-Other motor-driven adjustable furniture
New major category: electrically driven building components
-Blinds, screens, awnings, pergolas, curtains, doors, windows, skylights and other motor-driven building components.
