EU Ecodesign (EU) 2023/1670 and Energy Labelling Regulation (EU) 2023/1669 for Mobile Phones and Tablets
On August 31, 2023, the European Commission published the Ecodesign Regulation (EU) 2023/1670 and Energy Labelling Regulation (EU) 2023/1669 for mobile phones and tablets in the Official Journal of the European Union OJ. The two regulations have officially come into effect 20 days after the OJ announcement and will be enforced on June 20, 2025.
Scope of products applicable to the regulations:
Applicable products: smartphones, other mobile phones, cordless phones and tablets.
Inapplicable products:
a. Mobile phones and tablets with flexible main displays that users can partially or fully unfold and roll up;
b. Smartphones used for high-security communications.
Ecodesign Regulation (EU) 2023/1670 Main requirements:
After-sales accessories requirements: Manufacturers and others must provide key spare parts from June 20, 2025 or one month after the product is put on the market (whichever is later). If there are non-reusable spare parts, they must be provided for at least 7 years after the end of the market launch date.
Requirements for battery capacity and battery life: The battery cycle life of smartphones and tablets is not less than 800 times, and the battery cycle life of mobile phones other than smartphones is not less than 500 times, and battery management and charging efficiency are optimized.
Operating system update requirements: Manufacturers and others must support product operating system upgrades within at least 5 years from the date the product is put on the market.
Hazardous substance requirements: Plastic parts weighing more than 50g must indicate the polymer type, and some raw materials (cobalt, tantalum, etc.) should announce the weight range on the relevant website. The scrapping and recycling of products must comply with the EU WEEE Directive.
Recycling rate requirements
Mechanical requirements: Including drop-resistant design, Mohs 4 hardness screen, dust and water resistance requirements, etc.
Disassembly level requirements: Manufacturers and others should make product repair manuals public on free websites for at least 7 years from the date of market launch, or one month after the product is put on the market (whichever is later), and provide product identification, disassembly diagrams and other repair and maintenance information.
Main requirements of Energy Label Regulation (EU) 2023/1669:
All smartphones and tablets must be accompanied by energy efficiency rating labels and can only be put on the market after registration in the EU EPREL database.
Label content includes QR code, trademark, product model identification, energy efficiency rating A - G, nominal energy efficiency rating, product battery life, drop tolerance rating, repairability rating, battery cycle life, IP rating, energy efficiency regulation code "2023/1669", etc.
